Bid Results
Bid results are made available as soon as possible after the bid opening. The vendor submitting the lowest bid does not automatically guarantee the bid being awarded to the vendor. Vendors may be contacted for clarification of information.

Purchasing Guidelines
The City Manager's Office is responsible for administering the purchasing system and serves as purchasing agent. The City of Plymouth is committed to ensuring that city services are provided in the most cost effective and efficient manner. To facilitate this process, the following procedures have been adopted:
  • Purchases of less than $5,000 require that three quotes be obtained by either the requesting department or the purchasing agent. 
  • Formal bid procedures, according to the City Code, will be observed for all purchases exceeding $5,000. Advertisement for bids will be placed in the Journal Newspaper, as well as in any other publications of broad circulation applicable to that bid. Specifications and proposal forms will also be mailed / emailed to all applicable vendors on the city's bidders list.
  • Bids will be publicly opened and read aloud on the date and time specified in the advertisement for bids. The applicable department head will review the bids received and make a recommendation to the City Manager to accept or reject the bids. If it is recommended that all bids be rejected or a bid other than the low bid is to be accepted, a detailed explanation will be required outlining the reason for such action. The recommendation will then be forwarded to the City Commission for approval.
  • The City of Plymouth reserves the right to accept or reject any or all proposals, in whole or in part, and to waive any irregularities therein and to make the award in any number deemed to be in the best interest of the city.
