Responsibilities

The City of Plymouth Community Development Department is responsible for building, code enforcement, planning and zoning.  Building encompasses permitting, inspections, and building, residential, mechanical, electrical, and plumbing codes. 

The Community Development Department is also responsible for traffic engineering, street signs, soil erosion, and sediment control.  It acts as the city liaison to the Zoning Board of Appeals, Planning Commission, and the Kellogg Park Historic District. 

The Community Development Department enforces the City Code of Ordinances through the code enforcement officer.  The officer’s primary responsibility is to obtain compliance with the City Code.  This is done through letters, telephone calls, and face-to-face contact.

Code Information
The City of Plymouth is responsible for the administration and enforcement of the State of Michigan Codes. These codes include:
  • Michigan Building Code 2009
  • Michigan Residential Code 2009
  • Michigan Plumbing Code 2012
  • Michigan Mechanical Code 2012
  • National Electrical Code 2011

Inspection Information
  • Building inspections are conducted Monday through Friday from 8:30 to 11:30 and in the afternoon by request.
  • Plumbing and mechanical inspections are conducted on Tuesdays and Thursdays from 8:15 am to 10:30 AM.
  • Electrical inspections are conducted on Mondays, Wednesdays, and Fridays after 4:30 PM.

Contractors and homeowners can also view the status of all permits for authorized work in the City of Plymouth by accessing our online database of tax, assessing, and permit information.
